Ulukbek Mamataev is the Chairman of the “Ak Kalpak” political party, a public and political figure, and an active representative of civil society. He has openly supported individuals subjected to political persecution and is a civic activist committed to democratic values. He was detained in October 2022 as part of the “Kempirabad case,” which involved activists and politicians opposing the government's decision to transfer the Kempir-Abad reservoir to Uzbekistan. During his pre-trial detention, his health severely deteriorated due to lack of medical care, requiring emergency surgery. He is currently under house arrest while his case is under review in the city court.
